4. Get some friends together and play together

I'm Rank 3, and I'm sitting here trying to start an r3+ sway group, and I think half of me already died when simply deciding on starting sway - the other half is slowly dying because nobody wants to join.

Yes of course it is harder for new players than it was in the past, not only there is more rank 'selection' and discrepancy in ranks from 0 to 15 (I wouldn't call it discrimination), and there are also less teams playing, which means you are more likely to go against a better team and lose. This makes people give up, and less people play, leading to an even worse cycle (see TA).
If you really want to seriously HA (Rank 8 for hall of monuments or +) I would recommend you to find a Guild and play with them regularly.
If you just want an emote to flash once in a while (Bambi ftw), do like I did and join a Guild or lead some PUGs. I got my awesome Bambi emote leading balanced teams as a Rit and never returned to HA again, yeah call me PvE scrub.
I have really mixed feelings about organized PvP, sometimes I like it, sometimes I really find it corrupting and degrading. I eventually get annoyed at people talking at Ventrilo/TeamSpeak (specially when they are making fun of others, that's really not nmy cup of tea), there is some pressure to not mistakes, and the whole 'show you're better than the other' isn't much of my thing really, brings in lots of negativity.

Honestly you shouldn't even bother with HA until you find a guild you can play with. It just isn't worth it spending an hour to get 1 fame in a r0 pug.
My advice is to join a guild. Its funny how this thread has reminded me of how I got into PvP. I joined a guild that was recruiting in RA for g1+ players looking to start GvG'ing. In that guild i met 1 or 2 people who had some more exp connections who in turn introduced me to even more exp players.
Getting into PvP is all about the connections you have. The fastest way to get connections+invites is simply to join a guild+alliance. You'll have people looking for players for HA and GvG in the chats. And you'll be able to join decent groups in no time.
GO JOIN A GUILD.

This. It doesn't matter if the first guild you join is good (it probably won't be), but you will probably meet at least one competent person who, if you are not an idiot, will introduce you to other people. Eventually, you will be part of a group of competent people who are all friends and play well together.

Join a guild seriously. If you are lucky you might even find some people who are veterans and are looking to train some new people. I found someone like that and got to R4 in a teaching guild in about a month. That was 2 years ago though.

You people make me sick! This game is all about finding 7 other people to help each other out. It's not about spending $50 to buy GW, just so I can search and search and find a good guild to join. God forbid me and some kids from school want to make a guild with each other, now what? Everyone on this darn game was Rank 0 at one time or another and if Mr. DeerSearcher can't accept that then he should not ask for people to join his group. He should already be in said good PvP guild and have people he knows he can trust. But no, it's the hypocrites vs the hypocrites. There should be much more compassion out there and there isn't.

Person 3: Let's just grab someone from Tombs. I'll reroll so we can put them on [insert bitch role here].
Person 1: I hate playing with PuGs. Most of them don't know how to hit 1 when I tell them to.
Person 2: I do too, but playing is better than not playing.
Person 1: True, maybe if they know the format slightly they won't be completely horrible.

[insert random retards saying how good they are when 90% of them are absolutely horrible]
Person 1: GLF r4+ [insert bitch role here]
Person playing asked for bar: Hi, I'm amazing.
Team enters match and loses in UW.
Person 1: Do you know how to [insert bitch role's job here]?
Random person: Yes, I did that the whole match, it's not my fault you guys are shit and lose to IWAY. I am amazing.
Person 1: You were on none of the spikes.
Person 6: You randomly spammed warding on anything taking damage.
Person 5: You have our ward, which basically makes their warriors useless. Why didn't you use it?
Person 3: You let their spirits stay up.
Person 1 kicks random from group.

Also, those people who already have their rank want to play with people of similar skill/experience. As you are bitching about rank, I am sure you do not fit into that category. A lot of people already suffered through 1-6 fame runs to get their bambi, then 1-30 for their wolf, etc. and are not interested in reliving that experience when they need over 9k fame for their next rank.

IMHO, people with no rank shouldn't bother trying to HA anyway. Its a waste of everyone's time, including theirs. You shouldn't even go on the hill until you have ALL of your skills and equipment unlocked. Nothing pisses people off more than pinging someone a build and they don't have all the skills.
New people should grind it out in 4v4 until they have all their stuff and have made a decent glad rank. It isn't tough to get in a team in HA with a respectable glad rank showing.

^Go with this option and you'll get your bambi by the time Guild Wars 3 is out.
Join a guild seriously.
^Go with this option and you can get into a guild with no exp and get your bambi by the time guild wars 3 is out, or try to get into a guild with some people with decent experience and you'll find someone that doesn't laugh at you and call you a nub for being unranked by the time guild wars 5 is out.
Don't play Guild Wars.

Over the summer, I met a guy on GW and some friends and I helped him get go from having something like 20 fame to r5 in a couple months. He was actually our core prot monk for a while before we all quit again right before school started.
Basically, the best way to get into PvP at this stage is to find people who will help you out. To do this I recommend the following:
1. Be friendly
2. Play the best you can
3. Be humble enough to realize that there's a lot that you need to learn.
4. Learn those things, and listen to advice
5. Don't be an asshat
If you're lucky, and you do those, you should be able to find somebody willing to help you out.
